The state minister for Lands Persis Namuganza has been grilled before the commission of inquiry into land matters Over a three Square mile land in Mubende.
Namuganza was summoned by the commission’s chair person Justice Catherine Bamugemereire to explain why she is brokering the government purchase land which is under investigations.
Namuganza told the commission that she was acting on president Museveni’s orders after the residents petitioned him accusing Mmamba clan and a one Milly Naava Namutebi for illegally evicting them from their bibanja.
Namuganza testified that they wanted to buy that land under land fund so that the community settle and get full rights on it.
She said she could not defy president’s orders who is also appointing authority of the commission.
Namuganza is said to have led to state house the purpoted landlords Blasio Musoke Lule and Milly Naava Namutebi with other people and asked president to pay them 4 billion shillings for one square mile.
But Namuganza denied the payment of 4 billion shillings saying no one can be paid in state house.
It is alleged that Namuganza in the company of state minister for Kampala Capital City Authority and also woman Member of parliament Mubende district Benny Namugwanya Bugembe mobilised and led claimants of 3 square miles land in Butoroogo sub-county to state house to cause compensation on a land under investigations.
Residents were evicted from three sub-counties Buwekula, Butoroogo and Maddu between 2010 and 2018.
