Security scholars have described the latest changes in the security circles as diplomatic maneuvers

This comes after President Museveni who is also the commander in chief of the UPDF made changes in some key security circles.

Among these was the appointment of Maj Gen James Birungi the new CMO boss replacing Maj Gen Abel Kandiho.

Speaking to Kfm, Security scholar, Solomon Asiimwe says while it is normal for the Commander in Chief to make reshuffles as and when he pleases, some of the changes especially of Maj Gen Kandiho point to efforts to improve or restore damaged bilateral relations between Uganda and some of her neighbors and development partners.

Retired Maj Rubaramira Ruranga, a prominent political activist has also cast doubt on whether the recent shake-up in the security forces is related to the bitter relationship between Uganda and Rwanda.

Maj Rubaramira however says the appointments mirror normal transfers in the security forces.

The president also appointed Maj Tom Magamba to head the CIID directorate replacing Grace Akulo and Maj Gen Tumusime Kasigazi was appointed Deputy IGP to fill up the gap left by departed Maj Gen Paul Lokech who died last year.
