The Uganda Prisons Services authorities have distanced themselves from the management of Nalufenya detention center, which has of lately been described as a torture chamber.
This comes at the time when several suspects arrested in connection to the murder of former police spokesperson Andrew Felix Kaweesi are said to have been tortured while at Nalufenya.
Appearing before parliament’s budget committee yesterday to lobby for Shs19 billion for feeding inmates, James Mwanje the Assistant Commissioner General of the prison services said Nalufenya is strictly under the police force.
He added that they are too concerned about the reports of torture that come out in the media especially the case of Kamwenge Mayor Geoffrey Byamukama but this is beyond their jurisdiction.
Meanwhile, in what appears to be bowing to pressure and growing criticism by the public and rights bodies including Human Rights Watch over the alleged torture of civilians, the police spokesperson Asan Kasingye says implicated officers are to be paraded before journalists to explain the said torture of suspects.
