Human Rights network has challenged the statement  that was made by president Yoweri Museveni defending police chief Kale Kayihura on Torture

President Muveni during the urban Authorities   Association of Uganda meeting yesterday in Mbarara defended the IGP asserting that police did a good job to stop riot

Now speaking to KFM , Advocacy officer At the commission, Patrick Tumwiine says the president’s statement promotes impunity in the institutions  and as human rights defenders they condemn any act that promotes torture

He says the president should refrain from such stamen to enable court carry out its job independently since such statements can have a great impact on institutions
