Policies needed before enacting laws

Passing laws without proper policies will hinder their implementation.

Busiro East MP, Medard Ssegona has faulted government for continually enacting without backing frameworks.

Last week, the Anti-Pornography Act became law, after President Museveni assented to it; however it has no policy in place, which would, among other things, set up a technical committee.

Ssegona says disregarding important aspects of legal frameworks is not only illegal but gives room for mistakes.
