Most of the people who were compensated in Nakigalala, Kajjansi Wakiso district were not bonafide owners of land, the commission of inquiry into the Uganda National Roads Authority has heard.
The land is question is where the Entebbe express high way is being constructed.
The area LC 1 of Nakigalala Sam Lutwama has told the commission of inquiry that though he appended his signatures to many forms for people who wanted to acquire land titles he did know whether they were the real owners.
The commission chair Catherine Bamugemereire asked Lutwama why he got involved in such criminal acts that cost government billions of shillings but he had no convincing answers.
The 9 member commission of inquiry that started work on 2 July is expected to compile a report within 90 days.
