The former ethics and integrity Minister Ethics and Integrity Miria Matembe has attributed the continuous abuse of Human Rights in Uganda to the absence of transition plan by the ruling NRM party.
According toMatembe, all was well when the 1995 constitution was promulgated but things started falling apart when alleged selfish people started amending it to strengthen their grip on power.
Matembe adds that much as the country has signed and ratified many protocols on promotion of Human Rights, the reality on ground is different.
However the senior presidential advisor on political affairs David Mafabi says the question of Human Rights is a revolutionary, issue adding that the role of the state power should be separated from such discussions.
