The opposition is calling for the suspension of the ID process over lack of a legal framework to back it.
Addressing the media at parliament, UPC president Olara Otunnu said that the absence of a policy and legal backing creates loopholes.
He cites the absence of proper identification documents for those who want to acquire IDS.
Otunnu also says the project should also be moved to an independent nonpartisan authority.
He says they have drafted a bill calling for the halting the process.
