The opposition says that talks to resolve the standoff between government and the lord mayor have collapsed.
The leader of opposition Nandala Mafaabi told parliament that the talks failed because the government side was not willing to compromise in the talks.
He said that government remained oppressive to the elected leadership of the city.
However in response the Prime Minister Amama Mbabazi told MPs that the negotiations were going on well, adding that they have discussed the matter at length.
