Works and transport minister Gen Katumba Wamala has eulogised the Gen Elly Tumwine describing him as a legend of the UPDF who remains its greatest foundation.
Speaking to KFM, Gen Katumba says the late four star general will be remembered for the several developments he made in the force to make it what it is today.
He says he will be remembered for designing the first camouflage uniform and emblem of the UPDF among others.
According to Katumba, Gen Tumwine was a soldier who wholeheartedly loved his profession, a statesman who loved his country passionately and was highly committed to duty.
