Parliament’s work has been infiltrated by meddling from the executive.
The Speaker of Parliament, Rebecca Kadaga says accountability and transparency matters in Parliament are more often hampered by the government’s reluctance to act on House recommendations.
Kadaga, in a speech read by Jinja East MP, Paul Mwiru at the launch of a report on the performance of the 9th Parliament today, noted that these delays are bound to affect the workings of Parliament.
Meanwhile, a salary review commission should be in place to set perks for all civil servants.
A Senior Lecturer of Political Science at Makerere University, Dr. Yasiin Olum says lack of the commission has given institutions such as Parliament leeway to abuse their powers.
Speaking at the launch of the same report, Dr. Olum said Parliament should stop acting selfishly and instead consider the plight of groups such as the teachers and medical officers who grapple with little pay.
The report shows that that 50.4% of citizens felt MPs receive more salaries than they deserve.
