Counter accusations have so far characterized discussions on the proposed law on registration of persons.
The latest is between the Minister of Internal Affairs and the acting chairperson of the Immigration Board.
Appearing before the defence and internal affairs committee of parliament yesterday Byenkya Nyakasiki said they were never consulted at the formulation stage of the Registration of Person’s Bill 2014.
She also accuses the ministry of not communicating effectively about the now controversial bill.
However the Internal Affairs Ministry’s Communications Officer Pamela Ankunda says Byenkya lied to the committee and that she had even signed a MOU over the same.
Ankunda says the first meeting to harmonize the registration of persons was held way back before Gen. Aronda Nyakairima became minister for Internal Affairs.
The bill is intended to create an authority whose work is to handle all citizens’ data.
The committee has now summoned the minister of internal affairs to explain the controversies surrounding the Registration of Person’s Bill 2014.
He is expected to appear before the committee on Tuesday next week.
