The lengthy procurement process is affecting the oversight function of the Local government Association.

The Association president Fredrick Gume says the time spent in the procurement process coupled with the large number of people involved hampers their work.

Gume says they have now instituted a committee in charge of ethics and integrity to monitor the performance of Local governments across the country.

There have been concerns that most companies awarded contracts at local government level are doing shoddy work, raising questions about their competencies and expertise.

He says politicians should also be given leeway to monitor programs at local government level.

Meanwhile, Gume says they are cracking the whip on contractors who do shoddy work.
