NRM passes controversial resolution

President Yoweri Museveni has threatened to sack all nonperforming NRM officials.

He was speaking shortly after the delegates passed a resolution to amend the party constitution to among other things have the Secretary General appointed by the national chairman.

According to the party’s deputy spokesperson Ofwono Opondo, the proposal has been passed overwhelmingly.

“These amendments take effect after verification by the national electoral commission”, says Opndo.

This also means that the NRM chairman has 21 days within which to appoint the Secretary General, a position that has until now been held by former premier Amama Mbabazi.

The motion to amend the constitution was moved by Local Government Minister Adolf Mwesige and seconded by his Constitutional Affairs counterpart Kahinda Otafiire.

Otafiire who represented delegates from Western Uganda, emphasized that there can only be one chairman and one Secretary General, while Youth MP Patrick Nakabaale represented the Central Region.

Northern Uganda and Karamoja sub region were represented by Disaster Preparedness minister Hilary Onek and Moroto Municipality Member of Parliament Simon Peter Aleper respectively.

Speaking at the ongoing delegates conference at Namboole stadium, Makindye East MP John Simbwa who moved the resolution in Kyankwanzi said the party would now have a secretary general who has time to prepare for 2016.
